That is why they invented a loud speaker in Police vehicles. If you pull a vehicle over and they do not roll their windows down, tinted or not, something is not right and you should not approach the vehicle. Not once did I put myself in a dangerous situation because of tinted windows. I was a municipal Police Officer in 2 of the largest cities in California for 6 years. The second point I'd like to make is that tinted windows do not present a risk to Officer safety. We cannot police the masses because of the few. If you cannot see well at night, do not tint your windows very dark or don't tint them at all. Neither is driving at night with sunglasses.

Wearing sunglasses at night may cause you to walk in front of a moving car and be killed but it is not illegal. Many things in life can present a safety risk but they are not illegal. There are some who say it limits visibility and presents a safety risk and others say it presents an Officer safety risk when conducting a traffic stop. Their are two trains of thoughts behind this law depending on who you ask.

Currently very few states including California ban the use of any film such as window tint on the front driver and passenger windows as well as the windshield.
